Fiscal Conservative

Andra gave her word to protect taxpayer dollars — and she has kept it. Year after year, she has advocated to cut waste and helped the Court deliver responsible budgets that keep county government lean while funding essential services.

  • Voted to lower the county property tax rate three years in a row
  • Opted out of a double-digit pay raise while accepting only modest cost-of-living increases
  • Advocated suspending the county tax abatement policy until it could be redrafted to ensure any abatement revenue is substantial enough to reduce county property tax rate
  • Worked with fellow commissioners to bring accountability to nonprofit funding by requiring organizations requesting county support to attend budget workshops, explain their mission, and verify their nonprofit status through IRS filings.
  • Supported accountability and transparency in the Hill Country Regional Public Defender’s Office — recognizing that providing legal representation for those who cannot afford it is vital, while ensuring taxpayer dollars are spent wisely. As secretary of the oversight board, she advocated for measures such as posting agendas, minutes, and membership information online, allowing the public to follow the board’s work.
  • Promoted citizen participation in budget workshops to clearly show how county tax dollars are spent — on public safety, justice, roads, elections, records, and quality-of-life services.

First Responders

Andra has made it a top priority to support the firefighters, EMS crews, and volunteers who answer the call when emergencies strike. From securing new resources to planning ahead for disasters, she has worked to strengthen Kendall County’s safety net while respecting the service of those on the front lines.

  • Secured additional county funding for Volunteer Fire Departments and supported service contracts to ensure accountability and consistent protection.
  • Backed expanded staffing for Bergheim and Comfort VFDs — Bergheim has begun hiring professional, part-time firefighters, while Comfort is implementing an alternative plan for additional coverage. Both departments will have more round-the-clock support starting in FY 2026, strengthening their ability to assist other departments countywide.
  • Sponsored adoption of the 2024 International Fire Code, updating safety standards, especially addressing wildfire risk and battery energy storage systems (BESS).
  • Led county action on BESS safety, including co-hosting a Comfort town hall with state and federal partners that drew 200+ residents, working with the Fire Marshal and General Counsel on regulations, and spearheading the hiring of a consultant to write and implement a guide for BESS companies to mitigate hazards.
  • Actively engages Precinct 2 residents in wildfire preparedness, encouraging participation in workshops led by the Hill Country Fire Coalition.
  • Helped coordinate countywide safety planning for the 2023 annular and 2024 total solar eclipses, attending all coordination meetings and supporting local response by being on-site at Bergheim VFD during the events.
  • Actively supports first responder events and fundraisers, from Sisterdale and Bergheim fundraisers to sponsoring the Sheriff’s team in the 100 Club’s Tug-the-Truck competition, while also providing personal financial support to departments across Kendall County.

Law & Order

Andra has stood firmly with law enforcement, helping ensure Kendall County remains one of the safest places in Texas. She supports giving deputies the tools and resources they need — while also asking the right questions to safeguard accountability and community trust.

  • Consistently backed funding and tools for the Sheriff’s Office while reinforcing accountability — and maintained a strong, collaborative working relationship with the Sheriff to help keep Kendall County one of the safest places in Texas.
  • Supported installation of Automatic License Plate Recognition cameras to help catch criminals, including kidnappers and traffickers, while insisting on safeguards. Requested a privacy policy to protect law-abiding citizens and called for one-year performance metrics to ensure the system proves its worth.
  • Led neighborhood traffic safety meetings on speeding concerns in areas like Ammann Road and Pleasant Valley, bringing residents, the Sheriff’s Office, and Road & Bridge together for solutions such as increased patrol presence and road modifications.
  • Advocated for roadway safety improvements at problem spots such as the illegal U-turn on SH 46 at Truss Drive , working with TxDOT and county staff to reduce hazards for drivers and first responders.

County Growth

Kendall County is one of the fastest-growing counties in the nation, and Andra has worked to manage that growth responsibly — protecting property rights while ensuring the Hill Country’s unique character is preserved for future generations.

  • Collaborated with City of Boerne leadership on ETJ development issues to modify city rules affecting how the interlocal agreement applies, returning qualifying plats to county oversight and county building standards.

  • Supported and voted for the 10-acre minimum lot size for new wells and backed early groundwater review to help protect the aquifer while giving landowners more predictability as they plan.
  • Co-sponsored amendments to the County Flood Prevention Order, now under review, to prohibit RV parks in floodplains, which tend to attract short-term visitors who may not fully understand the dangers of Hill Country flooding — putting both themselves and first responders at risk.
  • Actively engaged in carrying out the voters’ intent for the $20 million Open Space Bond (Proposition A) by recognizing the valuable work of the citizen committee and, as a Court member, voting on final decisions for land purchases and conservation easements. Supported regular reporting and the development of educational materials to keep taxpayers informed.
  • Serves as Kendall’s voting member on the Region L Water Planning Group, giving the county a direct voice in Texas’s 50-year water plan. Although she joined mid-cycle, Andra will serve again and is preparing for the next regional plan to strongly advocate for commonsense strategies such as conservation, reducing turf irrigation, and rainwater harvesting.
  • Serves as a host commissioner for Hill Country Alliance’s County-to-County workshops, which convene county judges, commissioners, city and county planners, engineers, and regional experts. These gatherings provide practical tools and shared strategies for aquifer protection, water management, and responsible growth across jurisdictions.

Roads & Transportation

As Commissioner, Andra puts in the miles — driving roads, meeting with neighbors, and working with Road & Bridge and TxDOT to keep Kendall County moving safely and efficiently.

  • Highlighted the citizens’ concerns and the Kendall County–Boerne–Fair Oaks Transportation Committee’s designation of the SH 46/Herff/Esser intersection as one of the county’s worst. From the start of her term, Andra opened conversations with TxDOT to secure their support for an upgrade. She supported the Court’s commitment of a $1 million county match to position Kendall County for MPO funding and move the project toward construction.
  • Represents Kendall County on the FM 3351 committee, advocating for safety, capacity, and design improvements as TxDOT prepares to widen the corridor to four lanes over the next decade — stretching from IH-10 in Bexar County, through Fair Oaks Ranch and Comal County, across Kendall County to Hwy 46 in Precincts 2 and 3.
  • Meets regularly with TxDOT to address citizen concerns on SH 46 East, advocating for needed expansion and safety upgrades. Andra has built strong relationships with TxDOT staff and continues to push for improvements that reflect Kendall County’s needs.
  • Championed funding for an additional Road & Bridge crew, unlocking county road funds collected through road fees and vehicle sales taxes, taking the position that funds should be used to deliver projects for citizens, not sit idle. The new crew provides Kendall County with additional capacity to repair roads, expedite maintenance, and respond promptly to neighborhood needs.
